A Session of Major Wins for CIPA Members

The 2025 California Legislative Session closed in dramatic fashion this past weekend, and CIPA members can be proud of the results. Through persistence, coalition building, and disciplined advocacy, CIPA secured victories with lasting impact on California’s energy future.


Two cornerstone bills, SB 237 (Kern EIR/Permitting Streamlining) and SB 767 (Pipeline Reliability and Supply Protection), cleared both houses and now await the governor’s signature. These measures represent years of work to ensure California oil production is not stifled by red tape and that pipelines delivering crude to refineries remain reliable, protecting drivers and businesses from supply shocks. Their success underscores CIPA’s leadership in shaping responsible, pro-California energy policy.


Victories Against Harmful Proposals


Beyond these proactive wins, CIPA helped defeat several major threats:

  • SB 222 (Wiener): Blocked legislation that would have opened the floodgates to unlimited climate related lawsuits, sparing members from extraordinary liability exposure.

  • AB 1243 / SB 684 (“Polluters Pay” Superfund Act): Stopped retroactive liability dating back to 1990 that would have imposed unworkable financial burdens on the industry.

Progress also continued in the courts, as constitutional challenges to SB 1137’s arbitrary restrictions were allowed to move forward.


Recognition of CIPA’s Advocacy


The State Senate’s adoption of SR 51 opposing crude imports from the Amazon Rainforest validated a core CIPA message: California cannot claim environmental leadership while shutting down local production and importing oil from fragile ecosystems abroad. The resolution reflects growing traction for CIPA’s “Produce It Here” message in the Capitol.


Looking Ahead


With session adjourned, CIPA’s focus shifts immediately to 2026. Priorities include fixes to SB 1137 and SB 1167, a two-year permit schedule, and additional reforms to protect jobs, energy security, and fair permitting. Legislators begin introducing new bills in December, and CIPA will engage from day one.


Bottom Line


This year demonstrated what is possible when independent producers, workers, and families stand together. CIPA advanced two landmark bills to the governor’s desk, defeated dangerous liability proposals, and reinforced the core message that California should rely on its own energy, produced under the world’s strongest labor, health, and environmental standards. These victories prove that persistence works, coalitions matter, and CIPA is leading the effort to secure California’s energy future.
