President Trump’s Executive Order on Oil and Gas in America

President Donald J. Trump has issued a comprehensive Executive Order to revitalize America’s energy independence and economic prosperity by emphasizing domestic oil, gas, and mineral production.


CIPA is in Washington, D.C. this week participating in President Trump’s inaugural events and meeting with members of Congress about how to address California’s permit backlog and over-reliance on foreign imports. This is essential for realizing President Trump’s vision of American energy dominance. 


President Trump’s Energy Executive Order: “By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered: 

“Section 1.  Background.  America is blessed with an abundance of energy and natural resources that have historically powered our Nation’s economic prosperity.  In recent years, burdensome and ideologically motivated regulations have impeded the development of these resources, limited the generation of reliable and affordable electricity, reduced job creation, and inflicted high energy costs upon our citizens.  These high energy costs devastate American consumers by driving up the cost of transportation, heating, utilities, farming, and manufacturing, while weakening our national security.


“It is thus in the national interest to unleash America’s affordable and reliable energy and natural resources.  This will restore American prosperity —- including for those men and women who have been forgotten by our economy in recent years.  It will also rebuild our Nation’s economic and military security, which will deliver peace through strength.”


Key Highlights:

  • Energy Leadership: Encourages exploration and production on federal lands and waters, reinforcing the U.S. as a global energy leader.

  • Regulatory Reform: Calls for an immediate review and revision of burdensome regulations aims to expedite energy development and permitting processes, including streamlining the National Environmental Policy Act (NEPA).

  • Liquid Natural Gas: Protecting America’s National Security. The Secretary of Energy is directed to restart reviews of applications for approvals of liquified natural gas export projects as expeditiously as possible, consistent with applicable law.

  • Consumer Choice: Eliminates mandates that favor electric vehicles and guarantees the freedom to choose appliances and vehicles, ensuring a fair and competitive market.

  • Mineral Dominance: Prioritizes domestic mining and processing of critical minerals to enhance supply chains, strengthen national security, and lessen dependence on foreign adversaries.

  • Revocation of Climate Policies: Terminates prior executive orders and programs related to climate change initiatives, such as the Green New Deal and American Climate Corps, while reallocating resources to energy and infrastructure development.


Rock Zierman, CEO of the California Independent Petroleum Association, spoke to the Bakersfield Californian and pointed out that Trump can immediately direct the federal Bureau of Land Management to issue oil permits for production on U.S. land, which the industry has estimated accounts for about 8% of California's total.


Zierman also noted that injection permits, which are required to reinject produced water, as well as carbon sequestration — a climate priority under the Newsom administration — are federal responsibilities Trump can use to his favor, potentially by removing state authority on injection wells.


The Executive Order requires agencies to review and reform policies within 30 days, emphasizing job creation, economic growth, and energy affordability for Americans. By eliminating barriers and promoting innovation, the order seeks to establish the United States as a self-reliant energy superpower, benefiting both consumers and industries.
