NOPEC Kicks Off Crucial Fundraising Campaign

NOPEC has launched a new fundraising campaign to support its ongoing legal challenge to SB 1137, California’s Energy Shutdown Law.
Last week, CIPA sent letters to nearly 200 companies and individuals who contributed to the No on SB 1137 referendum campaign in 2022. The outreach included donors of all sizes, including businesses, operators, mineral owners, and individuals who stepped up to support the referendum effort when it mattered most.
In addition, the Cal Royalty Network (a sub-committee of CIPA) sent an email to more than 2000 royalty and mineral rights owners with interests in California, asking them to contribute to the campaign as well.
The purpose of this new campaign is to reconnect with that broad coalition of supporters and invite them to help sustain the next phase of the fight: litigation.
A Brief Background
In 2022, supporters helped fund the collection of nearly one million signatures in just 65 days to qualify a referendum against SB 1137. That effort demonstrated strong public concern about a law that threatens California energy production, good‑paying jobs, and private property rights. Ultimately, however, it became clear that a lasting solution would require a legal challenge rather than continued political battles.
Why Support Is Needed Now
In May 2025, NOPEC, together with a group of California mineral royalty owners, filed two lawsuits against the State of California challenging SB 1137. These cases assert, among other things, that:
The state relied on flawed, non-California-specific science to justify the law
The 3,200-foot setback is arbitrary and unsupported by evidence
SB 1137 unlawfully strips property owners of the value of their mineral rights without just compensation, in violation of the U.S. Constitution
At its core, this litigation puts the state’s science on trial while defending California workers and producers who operate under the strongest environmental standards anywhere in the world.
Campaign Financial Update
Legal battles of this magnitude require significant resources. NOPEC estimates that approximately $2,000,000 will be needed to vigorously and strategically litigate this case. To date, approximately $1,200,000 has been raised and invested in legal filings, expert analysis, and case development. As the cases advance, expert testimony and continued legal work will be critical.
While the initial letters were sent to past referendum donors, all CIPA members and supporters are encouraged to participate. Contributions of any size help strengthen this effort and demonstrate continued unity within the industry. Contributions are confidential.
